Northern Ireland regulator consults on mid-term review of PC21

Northern Ireland’s Utility Regulator is consulting until 26 April on the approach it will take to its mid-term review of PC21, the price control for Northern Ireland Water that runs from 2021-2027.


The regulator explained the main reasons for its mid term review are to:

• review the company’s investment proposals and if necessary, make amendments, as a consequence of any changes that might have occurred in the first half of the price control period;

• undertake a determination for elements of the investment programme which were not sufficiently developed at the beginning of the price control period;

• undertake an interim assessment of the company’s delivery against its commitments for the price control period.

• allow the outcome of work completed in the early part of the price control period to be used to inform delivery proposals for the remainder of the period.

• review NI Water’s progress in delivering the key development outputs required to support its investment planning for PC27.


Among other things, the consultation seeks stakeholder views on the extent and scope of the work.
