Douglas Millican joins Cunliffe advisors


Scottish Water’s former chief executive Douglas Millican has joined the Independent Water Commission’s advisory group.


Millican worked in the water sector in Scotland for 27 years. He led Scottish Water for more than ten years until 2023, and served in finance and regulation director roles since Scottish Water was created in 2002.


As such, he played a key role in the company’s transformation, and brings direct operational experience from the water industry to the Commission, as well as experience of a public ownership setting. Among his other roles, Millican is a board member of Irish Water.
